Transocean becomes third top 10 supplier to be banned from bunkering in Singapore


MPA investigations revealed 'several falsifications of records' and 'discrepancies in the stock movement logbooks'.



The Maritime and Port Authority of Singapore (MPA) has revoked the bunker supplier and bunker craft operator licences of Transocean Oil Pte Ltd with effect from November 6.

As a result of the decision, Transocean will no longer be allowed to operate as a bunker supplier and bunker craft operator in the port of Singapore.

Explaining the reason for the licence cancellation, the MPA said its investigations - conducted on Transocean in March and April this year - revealed that there were "several falsifications of records" and also "discrepancies in the stock movement logbooks" aboard the bunker tankers operated by Transocean.

"Given the seriousness of these breaches, MPA has revoked Transocean's bunkering licences," the MPA said.

Transocean - ranked as Singapore's sixth-biggest bunker supplier in 2016, and fourth-biggest in 2015 - becomes the third top 10 bunker supplier in Singapore this year to have its bunker licences either cancelled or not renewed.

On August 15, the MPA confirmed that it had revoked the bunker craft operator licence of Panoil Petroleum after checks revealed that "unauthorised alterations were made on the pipelines of the bunker tankers between the mass flow meters (MFM) and the flow boom".

Then, at the end of August, the MPA said it would not be renewing the bunker supplier licenses of both Panoil Petroleum and Universal Energy, with the latter accumulating demerit points for the delivery of "severely aerated" bunkers, as well as stoppages during bunkering operations.

In a warning to other companies, the port authority said on Tuesday: "MPA reminds all licensed bunker suppliers and bunker craft operators to adhere strictly to the terms and conditions of their bunker licences. MPA will take firm action against any licensee who has acted in contravention of its licence(s), including the suspension or revocation of licence(s)."
