Singapore updates restrictions on selling bunkers to North Korean ships


Singaporeans cannot provide bunkering services to North Korean ships under certain circumstances.

The Maritime and Port Authority of Singapore (MPA) on Wednesday issued a circular to members of the shipping community to inform them about amendments by the United Nations to North Korean sanctions, which came into force on October 20, 2017.

Under the latest amendments to 'United Nations (Sanctions - Democratic People's Republic of Korea) Regulations 2010', Singapore citizens living either inside or outside the city-state are not permitted to supply marine fuel or provide bunkering services to any vessels with the flag of North Korea under certain circumstances.

Singaporeans will not be able to provide bunkering services to North Korea-flagged vessels if they have information at their disposal that provides reasonable grounds for them to believe that the ship is carrying items or luxury goods that are in contravention of regulation 5 or 6, or regulation 6 of the Regulation of Imports and Exports Regulations (Cap 272 A, Rg 1).

The circular supercedes the MPA's previous notice on the subject on October 14, 2010, which also prevented Singapore citizens from providing bunkering services to North Korea-flagged ships that were thought to be carrying items or luxury goods in contravention of regulations.
