The Maritime and Port Authority of Singapore (MPA) has announced it will issue eight new licences to supply LNG as a marine fuel in Singapore, effective 1 September 2026.

The licences, which will run until 31 August 2031, have been awarded to Aramco Trading Singapore, Equatorial Marine Fuel Management Services, ExxonMobil Asia Pacific, PetroChina International (Singapore), Shell Eastern Trading, Sinopec Fuel Oil (Singapore), a TotalEnergies Gas & Power Asia (TEGPA)–Sembcorp Fuels (Singapore) joint venture, and Vitol Bunkers (S).

According to the MPA, the expansion is intended to grow Singapore’s LNG bunkering capacity, strengthen the surrounding supply ecosystem and support the port’s development as a multi-fuel bunkering hub.

The eight companies were selected following an evaluation of their supply capabilities, commercial plans, operational experience and safety standards. The MPA said the process also assessed applicants’ capabilities to monitor and mitigate methane slip, as well as their ability to support the supply of methane-based alternatives with lower lifecycle greenhouse gas emissions — including liquefied biomethane and e-methane.

Under the terms of the licences, operators are required to provide end-to-end LNG bunkering services, encompassing fuel supply, storage, cargo transfer and delivery to vessels. The existing licences remain valid until 31 December 2026.

The announcement concludes a call for applications that was launched on 14 January 2026.

In a parallel development, the MPA and Enterprise Singapore, acting through the Singapore Standards Council, will upgrade the existing technical reference for LNG bunkering — known as TR56 — into a Singapore Standard (SS) in August 2026. The new standard is intended to strengthen safety requirements, bunkering procedures, custody transfer protocols and crew competencies, and will serve as a common industry reference for LNG bunkering operations in Singapore, according to the MPA.
