South East Asia's first LNG-powered tug launched in Singapore

The Port of Singapore witnessed the christening and launch of its first LNG-fuelled tug on Wednesday.

Named the KST Liberty, the vessel is not only the first LNG-powered tug to be launched at the city-state, but also the whole of South East Asia.

The KST Liberty is co-funded by the Maritime Port Authority of Singapore's (MPA) LNG bunkering pilot programme (LBPP), which was launched at the start of last year.

Under the LBPP, the MPA has provided various companies with grants of up to S$2 million per LNG-powered vessel constructed.

Of the S$12m allocated for the co-funding programme for LNG-fuelled vessels, a total of S$8m was awarded to Harley Marine Asia Pte Ltd, Keppel Smit Towage Pte Ltd and Maju Maritime Pte Ltd.

The types of vessels that will be built include tugboats and bunker tankers.

To encourage the uptake of LNG bunkers by local harbour craft, the MPA will be waiving five years of port dues for new LNG-fuelled harbour craft that register with the MPA between October 1, 2017 and December 31, 2019.

To complement this effort, the MPA will also grant an additional 10 percent port dues concession for the Green Port Programme qualifying vessels that engage LNG-fuelled harbour craft for their port operations.

PSA Marine

PSA Marine - a company that provides pilotage and towage services in Singapore - awarded a contract to build one dual-fuel LNG harbour tug towards the end of last year, and said it would be awarding another contract to build its second dual-fuel LNG harbour tug in 2018.

As part of Singapore's funding initiative for LNG vessels, PSA Marine will receive a grant of up to S$2m for each tug from the MPA.

Bunker Index reported in December that Pavilion Gas, a wholly owned subsidiary of Pavilion Energy, was awarded a contract to supply LNG to the two aforementioned dual-fuel PSA Marine harbour tug newbuilds, which are due to be delivered in 2019.
