New UAE updates on spill dispersants and ships carrying oil products

Updated requirements for loading and discharging; approved list of oil spill dispersants for Fujairah.

Mutual marine insurer West of England P&I has advised that, with immediate effect, any foreign ship carrying crude oil and products in UAE ports, territorial waters and in the exclusive economic zone, (excluding ships with navigation licenses issued by the Federal Transport Authority (FTA)), must fulfil the following conditions when performing load and discharge operations:

- must be less than 25 years old (from the date of delivery)

- must be classed by a classification society member in the International Association of Classification Societies (IACS) or Emirates Classification Society (TASNEEF)

- must be double-hulled

- must be constructed or adapted primarily to carry crude oil and products in bulk

Also this week, the Port of Fujairah's harbour master, Captain Tamer Masoud, has advised mariners in a notice that the approved ROPME list of oil spill dispersants is as follows:

- Corexit EC9500A*
- Corexit EC9500B*
- Dasic Slickgone NS
- Disperep 12*
- Eflochem OSD ECO HD
- Finasol OSR 52 / Ecosperse
- OD 4000 (PE 998)
- Radiagreen OSD*
- Super - Dispersant 25
- Seacare Ecosperse LT23

* For sea, but not for beach or rocky shore.

The eight member states of the Regional Organization for the Protection of the Marine Environment (ROPME) are: Bahrain, Iran, Iraq, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates.
